The Government passes the decrees to activate the process for the elections for the Parliament of Catalonia 2015

These are the Decree on supplementary regulations and the Decree regulating subsidies and the electoral accounting

The amounts of subsidies to parties, federations, coalitions and groups of voters remain the same as in 2012

The Government also approved the Instruction Manual for members of the polling station committees

 

The Government has passed the decrees which activate the electoral process for the elections for the Parliament of Catalonia which will take place on 27 September next. Specifically, it has passed the Decree on supplementary regulations for the holding of elections and the Decree which regulates subsidies and the control of electoral accounting.

 

The Decree on supplementary regulations for the holding of elections for the Parliament of Catalonia, together with the Statute and Constitutional Act on the general electoral regime (LOREG), regulates the electoral administration, the representatives of the candidatures, the lists of candidates, the campaigns, the electoral material, postal votes, voting for the visually disabled, agents, observers, the count, the resources or financial recompense to those people who are involved, among others. This Decree also contains the official forms for minutes, envelopes, ballot papers, ballot boxes, booths, etc.

 

The Decree which regulates subsidies and the control of electoral accounting establishes the subsidies for the parties, federations, coalitions and groups of voters on the occasion of the elections. These expenses are fixed in accordance with the following rules: 16,101.60 euro per seat obtained; 0.61 euro per vote obtained for each candidature which has obtained at least one seat, and 0.17 euro for each voter of an electoral constituency -provided that the candidature has obtained at least one seat in that constituency and is able to form a parliamentary group- for expenses incurred in the direct and personal transmission to the voters of the envelopes and ballot papers, or for propaganda and electoral publicity.

 

Taking into account the situation of budgetary restrictions and the reduction in Governmental expenses, the amounts of subsidies remain at the same level as those set for the elections for the Parliament of Catalonia 2012.

 

Instruction Manual for members of the polling station committees

 

The Government has also approved the Instruction Manual for members of the polling station committees for the elections for the Parliament of Catalonia 2015.

In accordance with the Act, the members of the polling station committees must be given an instruction manual on their functions, which must be supervised by the Central Electoral Board and approved by the Government. The Central Electoral Commission gave the green light to the Manual in the session held on 1 July last and today it was approved by the Government.

The Manual sets out the timetable for election day, the tasks of each of the members of the polling station committees and how the count is to take place, and establishes what is to be done at any time.
