Catalonia has always been at the forefront
of applying Information Technologies and Communications, and
particularly in terms of building international networks for
analysis and future projection of the development of an information-
and knowledge-based society.
Governments and public administrations play a significant role
in this process of transformation in Society. A transformation
which also provides great opportunities to empower and adapt
our democratic processes.
The concept of e-governance defines this unavoidable challenge
facing all types of public administrations. Moreover, the aim
of e-governance is to involve the community directly in government
actions, through a transparent management of information and
procedures, using Information and Communication Technologies.
The Government of the Generalitat of Catalonia, wishes to promote
debate on these issues, to forge ahead in improving upon the
effectiveness of applying these new technologies and systems.
For this reason, we have invited some of the world’s most
prestigious strategic thinkers in the development of this type
of actions.
We are convinced that your contributions will prove invaluable
in helping us build this interactive space constructed around
telecommunications networks, paving the way for a more open
and accessible government and administration, who can respond
quickly and efficiently to the changing needs of today’s
