The Government of Catalonia multi-channel strategy for citizen attention, - the Citizen-Care- Centric Approach, C3cat - has been selected as a Top 3 in the category eGovernment empowering citizens.
It is an innovative management model which prioritises attention to citizens in all areas of electronic government. It has been brought into use over the last four years and has led to greater efficiency in the provision of public services and increased the use people make of on-line services.
Examples include the gencat portal, which brings together departmental and thematic websites, which receives some 136 million visits a year, with annual increases of over 50% since 2005, and the reregistration system for unemployment benefit using the 012 phone service and internet, which now accounts for 55% of transactions.
